Batam does not have a separate visa system. Arriving by ferry from Singapore or Malaysia is an international entry into Indonesia, even when the crossing takes less than an hour and the visit lasts only a weekend.
The confusing part is that several entry options may apply. Some passports qualify for free entry. Travellers from Visa on Arrival countries may be able to choose between a special seven-day F1 visa and the regular 30-day B1 Visa on Arrival. A narrower visa-free facility also exists for certain Singapore residents.
Do not choose by price alone. The cheaper F1 works well for a fixed weekend, but it cannot be extended. The normal B1 costs more and gives considerably more room when travel plans are uncertain.
Most short Batam visitors fall into one of four groups: visa-free entry, the seven-day F1 Visa on Arrival, the standard 30-day B1 Visa on Arrival, or a visa arranged before travel. Your passport, length of stay and arrival port determine the right option.

Eligibility depends mainly on nationality. Living in Singapore, holding a Malaysian visa or departing from a Singapore ferry terminal does not normally change the immigration rules attached to your passport.
Does Batam Have Its Own Visa Rules?
No. Batam is part of Indonesia’s Riau Islands Province. Entry through Batam Centre, Harbour Bay, Nongsapura, Sekupang or Hang Nadim Airport is an entry into Indonesia under national immigration law.
A day trip still counts. Passengers pass through Singaporean or Malaysian exit control, board an international ferry and then enter Indonesia at a Batam immigration checkpoint.
A Singapore visa, work pass or residence card does not replace an Indonesian visa. There is a limited exception for certain Singapore Permanent Residents and other specifically named pass holders, but it should not be stretched into a general rule for everyone living in Singapore.

- If it does not, check whether your nationality appears on the Visa on Arrival list.
- For a visit of no more than seven days through an eligible Riau Islands port, compare F1 with the standard B1 Visa on Arrival.

- If none of these options applies, arrange the correct Indonesian visa before boarding the ferry.
Check every passport separately when travelling as a couple, family or group. Two people living at the same address in Singapore may have completely different entry requirements because they hold different nationalities.
Visa-Free Entry to Batam
The A1 visa exemption permits a single entry for tourism, family visits, selected meetings and transit. The stay can last up to 30 days from the date of arrival.
There is no visa fee and no sponsor is required. The disadvantage is rigidity: A1 entry cannot be extended or changed into another type of stay permit. Someone who later decides to remain in Indonesia must leave before the 30-day period expires.

Visa-free passengers still need a suitable passport, onward travel and the required arrival declaration. The word “free” refers to the visa fee, not to the absence of immigration checks.
F1 Seven-Day Visa on Arrival
The F1 visa is the most Batam-specific option on this page. It was created for short tourist visits through selected sea checkpoints in the Riau Islands, including ports on Batam, Bintan and Karimun.
F1 permits one stay of up to seven days and costs IDR 250,000. It does not require an Indonesian sponsor. The visa is requested and paid for after arrival at the designated immigration area; it is not an e-VOA that you arrange from home.
Only nationals eligible for Indonesia’s Visa on Arrival system can use F1. A passport that does not qualify for VOA does not become eligible merely because the trip is short.
Batam Ports Offering F1

Seven Days Means Seven Calendar Days
The day you enter Indonesia counts as day one. F1 cannot be extended, so leave practical room before the final permitted day instead of relying on the last available ferry.
F1 makes sense for a three- or four-day Batam trip with fixed ferry tickets. It becomes a poor bargain when you may continue to another Indonesian island, change the return date or remain for more than one week.
Someone arriving on a Saturday should count Saturday as day one. Counting only hotel nights can lead to an accidental overstay.
B1 Visa on Arrival and e-VOA
B1 is Indonesia’s standard tourist Visa on Arrival. It is available to nationals on the official VOA list, which currently covers 97 countries and territories.
Common eligible passports include Australia, Canada, China, India, Japan, New Zealand, Russia, South Korea, the United Kingdom, the United States and most European Union countries. The list changes occasionally, so use the official VOA nationality list for the final check.

B of up to 30 days from arrival. It can be extended once, giving a maximum total stay of 60 days. No sponsor is required for a normal application.
The visa is for tourism, visiting family, attending certain meetings and transit. It does not permit taking local employment, selling services or receiving Indonesian wages.

A regular VOA is purchased in the immigration arrival area. Follow the signs, pay at the designated counter and keep the payment voucher until the visa and entry process are complete.
The e-VOA can be arranged through Indonesia’s official eVisa portal. Applications can be made within 14 days before travel, and the portal recommends applying at least 48 hours before departure.
The e-VOA remains available for entry during its visa-validity period, while the 30-day permitted stay begins on the day you actually enter Indonesia. Visa validity and length of stay are different dates, so read the issued document rather than guessing from the payment date.

Check Every e-VOA Detail
Enter the passenger’s name, nationality and passport number exactly as printed in the passport. A serious error cannot simply be edited after submission. The traveller must submit and pay for a new application, and the first fee is not refunded.
Keep a PDF or screenshot on the phone even though immigration officers can normally see the visa electronically. A flat battery or failed connection is an irritating way to start a weekend.
Special Visa-Free Entry for Eligible Singapore Residents
Indonesia has a separate visa-free facility for certain foreign residents of Singapore travelling through designated Riau Islands checkpoints.
The official categories currently listed are:
- Singapore Permanent Resident holders
- A spouse or child of a Singapore Permanent Resident holding the appropriate Singapore Long-Term Visit Pass
- Singapore Student’s Pass holders
The published maximum stay is four days. The recognised checkpoints include Batam Centre, Citra Tri Tunas at Harbour Bay, Nongsa Terminal Bahari, Sekupang and Marina Teluk Senimba, as well as selected ports elsewhere in the Riau Islands.
Living in Singapore Is Not Enough
Do not assume that every Singapore work or residence pass qualifies. Employment Pass, S Pass and Work Permit holders are not automatically covered unless the current Indonesian rules explicitly include their status.
Bring both the passport and evidence of the qualifying Singapore status. Check that the pass will remain valid throughout the trip.
This is a narrow facility, not a replacement for checking nationality-based rules. A person with a Singapore address but an ineligible pass should use the entry option attached to their passport.
Documents Needed to Enter Batam
The same basic documents appear across the main tourist entry options, so it is easier to prepare them once rather than reading separate lists for every visa.

The six-month passport period is counted from the date you enter Indonesia, not from the date you booked the ferry and not from the planned return date.
Ferry operators may check documents before boarding because they can be required to carry an inadmissible passenger back. A problem can therefore appear at Tanah Merah, HarbourFront or Stulang Laut before you reach Indonesian immigration.
Holders of emergency passports, temporary passports and other non-standard travel documents should not assume the ordinary rules apply. Some categories require longer validity or do not qualify for visa-free entry and F1.
All Indonesia Arrival Declaration
All Indonesia is a digital arrival declaration, not a visa. It must be completed separately by passengers who already hold an e-VOA and by passengers entering visa-free.
The form brings immigration, customs, health and quarantine declarations into one system. Travellers are required to submit it within three days before arrival in Indonesia.
All Indonesia Does Not Replace a Visa
An arrival declaration only supplies the information requested for entry and customs processing. You still need visa-free eligibility, F1, B1 or another appropriate visa.
Use the official All Indonesia portal. Complete the form on a stable connection and save the confirmation before leaving Singapore or Malaysia.
Do not confuse All Indonesia with the old advice to complete several separate arrival and customs forms. The integrated system now handles those declarations together.
Children, Families and Passport Errors
Every traveller is assessed individually. A child with a separate passport generally needs a separate e-VOA when a visa is required. One parent’s visa does not cover the whole family.
Check children’s passport validity as carefully as the adults’. A child’s passport often has a shorter original lifespan, making the six-month rule easier to overlook.
Names should match the passport, including the order and spelling used in the machine-readable document. A nickname, shortened surname or mistyped passport number can make an e-VOA unusable.
Use the official government portal unless there is a real reason to employ an agent. Commercial websites may look official while adding a substantial processing fee. Paying more does not change the immigration decision.
An approved e-VOA shows that the traveller is eligible to request entry. The final decision remains with the immigration officer at the port.
Extending a Batam Visa
A1 visa-free entry cannot be extended. F1 cannot be extended either. Travellers using either option must leave Indonesia before the authorised period ends.
B1 can be extended once, allowing a total stay of up to 60 days. An e-VOA holder can apply for the extension online through the official immigration system. Someone who bought a non-electronic VOA on arrival may need to use the immigration office responsible for the place where they are staying.
Begin the process before the final few days. An immigration extension is not a good task to combine with a last-minute hotel checkout and an uncertain ferry schedule.
Do Not Use the Last Legal Day as Your Ferry Day
A cancelled or missed ferry does not automatically extend your stay permit. Leave a practical margin when travelling under a non-extendable entry option.
Overstaying in Indonesia
The current overstay fine is IDR 1,000,000 for each day, starting with the first day beyond the permitted stay. Paying the fine is not a way to purchase extra holiday time.
More serious consequences can include detention, deportation and restrictions on future entry. An overstay reaching 60 days is treated more severely than a short administrative mistake.
If weather or a cancelled ferry affects departure, contact the ferry company and immigration promptly. Do not simply remain at the hotel and assume the cancellation protects you from the stay limit.
Activities Tourist Entry Does Not Permit
A1, F1 and B1 are suitable for tourism, family visits, selected meetings and transit. They are not general work permits.
Do not use them to take local employment, provide paid services to an Indonesian company or receive wages in Indonesia. Commercial filming, performances, formal employment and some business assignments require other visa categories.
A traveller combining a Batam holiday with professional work should use the official visa selector or obtain advice based on the exact activity. Calling paid work a “meeting” does not change its legal nature.
Common Batam Visa Mistakes
- Thinking Batam is a separate visa zone. Indonesian national immigration rules apply.
- Assuming a short ferry trip is not an international entry. Passengers still cross a national border.
- Buying B1 without checking F1. A short fixed trip may qualify for the cheaper seven-day option.
